Eight Cases Resolved Under Tennis Anti-Corruption Program

The International Tennis Integrity Agency (ITIA) has suspended six tennis players and one coach for breaching tennis’ anti-corruption rules.

24-year-old Jasel Beltre, 20-year-old Jossting Cruz, 26-year-old Jesus Maleno Rosario, and 22-year-old Ángel Maleno Rosario, all from the Dominican Republic, were sanctioned by independent Anti-Corruption Hearing Officer (AHO) Jeffrey Mishkin following hearings held in March 2026.

Beltre, who reached a career-high world doubles ranking of 2083 in July 2023, was suspended for 20 years and fined $55,000 for 20 breaches of tennis’ anti-corruption rules relating to 11 tennis matches between November 2022 and March 2024.

Beltre denied the charges, which included fixing nine of their own matches and approaching other players to fix their matches, and requested a hearing before an AHO. However, Beltre failed to attend the hearing.

Cruz, who reached a career-high world doubles ranking of 2390 in March 2025, was suspended for two years and fined $2,500 for attempting to fix two of their own matches in 2023 and 2024, and failing to report Beltre’s corrupt approaches.

Ángel Maleno Rosario, who reached a career-high ITF singles ranking of 2372 in May 2026, was suspended for three years and fined $2,000 for fixing a doubles match in exchange for payment in 2022. Jesus Maleno Rosario, Ángel’s brother and doubles partner in the fixed match, was suspended for three months and fined $500 for failing to report knowledge of the fix.

Lu Pengyu, a 24-year-old tennis player from China, has been suspended for six years and fined $25,000 for 11 breaches of tennis anti-corruption rules, including the fixing of three matches across 2024 and 2025, and refusal to co-operate with an ITIA investigation by destroying evidence.

Lu, who reached a career-high world singles ranking of 896 in June 2025, initially disputed the charges, before ceasing to engage with the process. The case was ruled on by AHO Philippe Cavalieros following written submissions.

Two cases were also concluded directly with the ITIA, without proceeding to hearing.

Igor Zelenay, a 43-year-old Slovakian tennis coach and former professional player, has accepted a nine-month suspension and fine of $5,000 (of which half is suspended) after breaching tennis’ wildcard rules.

The ITIA charged Zelenay with attempting to purchase a wildcard on behalf of a player that they coach. Zelenay did not appeal the decision.

Also, 29-year-old Irish tennis player Dorian Kos, who reached a career-high ITF singles ranking of 2049 in April 2022, has accepted a two-month suspension (with one month suspended) and fine of $4,000 after admitting to placing a significant number of bets on tennis over a two-year period. All bets were placed on matches in which Kos had no involvement or influence.

An appeal hearing in the case of Croatian tennis player Lauro Milanovic was heard in April 2026. AHO Ian Mill KC upheld the ITIA’s charge of failure to co-operate with an ITIA investigation, but dismissed one charge of betting on tennis.

As a result, Milanovic’s sanction has been reduced from eight years and a $10,000 fine to six years and six months, with no financial penalty.

While suspended, the individuals are not allowed to play in, coach at, or attend any events organised or sanctioned by the ITF, WTA, ATP, the Grand Slams or any national association.

Time served under provisional suspension is credited against sanctions for BeltreCruz and Lu.

The suspensions will conclude on the following dates:

·       Igor Zelenay – 28 January 2027

·       Jossting Cruz – 29 May 2027

·       Ángel Maleno Rosario  – 24 April 2029

·       Lu Pengyu –  18 August 2031

·       Lauro Milanovic – 19 December 2031

·       Jasel Beltre – 29 May 2045
